Buyer / Expeditor

Buyer’s Responsibilities:

  • Prepare and update Approved Vendor
  • Prepare commercial part of RFP combining with the technical part completed by Discipline Engineers.
  • Interface with other departments for their inputs for smooth process of bid compilation.
  • Communicate with the Customer for RFQ approval (if required)
  • Perform Vendor selection for RFQ and Evaluate Vendor capability / performance.
  • Perform clarification with Vendor on commercial aspect of the package.
  • Perform negotiation with Vendor on commercial terms and conditions, delivery time ect.
  • Expedite with vendors in obtaining responses to the technical queries raised by the Discipline Engineer.
  • Evaluating Vendor proposal and submit Commercial Bid Evaluation (CBE) for approval.
  • Report procurement progress status from RFQ preparation stage till Purchase Order issue completion.
  • Liaise with vendors for vendor document submission as per Vendor Document Requirement Schedules.
  • Resolve materials non-conformance/discrepancy with Vendor / Supplier.
  • Assist in the equipment/material expediting activities as instructed by the Procurement Manager.
  • Report to the Procurement Manager on Procurement status.
  • Assist and perform any other functions and responsibilities as required by Procurement Manager from time to time.

Expeditor’s Responsibilities:

  • Establishing effective expediting program and ensuring full traceable status of all delivery of Material and foreseen events of delivery.
  • Obtaining from Vendor / Supplier the Material that meet the delivery time agreed upon under the PO.
  • Ensuring timely receipt of Vendor document as per VDRL in PO and up dating Vendor document delivery schedule.
  • Expediting inspection report and Vendor Documents. Distributing inspection report and Vendor documents to procurement team and others sections.
  • Monitoring Vendor / Supplier progress and reporting current status to procurement teams and concerning sections.
  • Coordinating inspection assignment with both local and oversea inspection body including in-house QC to ensure inspection/ test of Material are carried out in a timely manner.
  • Coordinating among Vendor/Supplier Procurement Engineer ad client on review / approval process for Vendor documents.


  • Good communication skills in English writing, speaking and listening to foreign vendor.
  • Good communication skills with the ability to form and maintain good relationships internally and externally
  • Ability to work well under pressure.
  • Knowledge of Engineering Procurement process (PO / PRE / Bid)
  • Work experience 2 years in related field or with Engineering Buyer / expeditor background.
  • Negotiation Skills.

Thai Nippon Steel And Sumikin Engineering & Construction Corporation Co., Ltd. was established in 1987 by Nippon Steel Corporation Japan and Italthai Group Thailand. Ever since, over 60 platforms have been fabricated and installed for offshore gas exploration / production in the Gulf of Thailand. TNS is involved in engineering, procurement and construction of steel structure, process, piping, mechanical, electrical & Instrumentation for offshore platforms, bridges and on-land structure fabrication. There are fabrication yards under TNS establishment, namely AMARA yard and BANGPAKONG yard. In view of our rapid work expansion, we are seeking capable, self-driven and energetic professional Oil & Gas design personnel for the following positions to support our Oil & Gas sector EPC and fabrication business. Candidates should be committed to Quality and Safety, flexibility, innovation and a pro-active approach to engineer and design and activities. Experience in engineer design and a through knowledge of relevant codes & standards. Good communication skills, with fluency in English (both written and spoken), are essential requirements. Engineering Candidates are required to have a Bachelor’s Degree in Engineer with 8-12 years of experience. All roles require a pro-active approach to inter-discipline coordination and also technical supervision and input to development of design actives. At least 4 years previous experience in a similar job with an engineer consultancy or EPC primarily in the upstream oil and gas sector is preferred.
