The Department of Foreign Affairs and Trade (DFAT) is inviting applications for a Public Diplomacy Manager which is a full-time position, classified at Level 6 (LE6). The closing date for applications is Monday, 13 January 2020, 4.30pm (Bangkok time).

A Position Description which also sets out specific skills and other specifications is attached.

    Selection Criteria

    Important Notice: Applicants must provide a brief written Statement of Claims to show their suitability. The Statement of Claims forms the most important part of the application, as this information, together with the resume, will be used to shortlist applicants for further consideration for the vacancy. There is no need for a covering letter.

    In addressing each criterion please ensure that you provide example(s) based on previous experience where available, to demonstrate your capability.

  • Proven ability to develop and implement a public relations and communications strategy that targets relevant stakeholders, including media engagement and meets organisational objectives.
  • Previous experience with managing people to produce communications materials and deliver well-coordinated events that meet or exceed objectives.
  • Proven strong interpersonal skills, including the ability to liaise with contacts at all levels in both private and government sectors to build effective and influential networks.
  • Fluent oral and written English communication skills, including an ability to draft high-quality speeches and social media posts, and strong Thai language skills.
  • At least five years’ work experience in a relevant area, including public relations / media / marketing/public diplomacy.
  • Demonstrated competence appropriate software products, including Microsoft Word, Excel, database applications and photographic software.

    Employment will be subject to a satisfactory medical and police/security checks. The actual start date will be confirmed following the outcome of the police checks which will be carried out in Thailand, Australia, any country where the successful candidate is a citizen, and any country where the successful candidate has resided for 6 months or more in the past 5 years. Please note that costs for police check in any country other than Thailand will be met by the successful candidate.

    For prospective expatriate employees, please note that all costs associated with the employee’s relocation to and stay in Thailand, including visa fees, are the employee’s responsibility. The Embassy can provide limited assistance to the employee requesting a Thai visa and permit to stay.  It is the employees’ responsibility to obtain the relevant documents and ensure that they are compliant with immigration regulations.

    About the Department of Foreign Affairs and Trade

    The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

    The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

    About the position

    With limited direction, the Public Diplomacy Manager works to established policies and procedures to provide strategic management and leadership of the Embassy’s Public Diplomacy Unit.  This involves close coordination between Embassy agencies and key stakeholders to maximise public diplomacy and media opportunities.

    The key responsibilities of the position include, but are not limited to:

    • Plan, develop and implement the Embassy’s public diplomacy strategies and programs, in consultation with Counsellor (Political and Economic) and other Embassy staff, which promote Australia’s economic, creative and cultural, sporting, innovation and science and education assets.
    • Develop and strengthen strategic relationships across a broad range of stakeholders, including community organisations, senior and middle management, government officials, private sector representatives, international and regional organisations.
    • Manage a team providing outputs with accountability for compliance, financial and risk management.
    • Manage relationships with media contact to achieve work area and department goals.
    • Contribute to issues management by anticipating problems and providing accurate and specialised advice on public diplomacy and media matters.
    • Produce a range of high quality written materials and policy advice including briefing, correspondence, proposals, presentations, speeches and minutes to inform activity progress, emerging issues and key risks.
    • Plan and execute public diplomacy events including coordinating activities with other Australian Embassies in the region.
    • Initiate and manage the design and production of public diplomacy communication materials and marketing campaigns for events.
    • Working closely with Embassy staff, plan and implement activities to engage with Australian Alumni and Australia scholars under the New Colombo Plan.


    • At least five years’ work experience in a relevant area, including public relations, media, marketing or public diplomacy.
    • Fluent oral and written English communication skills, including an ability to draft high-quality speeches and social media posts, and strong Thai language skills.
    • Demonstrated experience dealing with media, including social media and production of marketing material.
    • Experience with managing people, building and maintaining effective and influential networks.
    • Experience coordinating and delivering well-organised events.
    • Demonstrated competence in the use of the Microsoft suite of software products.
    • Experience building and maintaining a wide range of relevant contacts and supporting databases.
    • Experience with graphic design and videography is highly desirable but not essential.
    • Experience working with or knowledge / familiarity with Australia is be desirable but not essential.
