Junior Advisor of Regional Cooperation Programme for TVET in ASEAN

The German government’s international cooperation enterprise for sustainable development, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, operates world-wide on behalf of German Ministries, the governments of other countries and international clients. GIZ has a record of more than 60 years working in Thailand.  For the project “Regional Cooperation Programme for TVET in ASEAN” we are currently looking for a Junior Advisor.

The Regional Cooperation Programme to Improve the Quality and Labour Market Orientation of Technical and Vocational Education and Training (RECOTVET) has been commissioned by the German Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Deutsche Gesellschaft für lnternationale Zusammenarbeit (GlZ) GmbH from July 2017 to June 2020.

The programme objective is to strengthen the human resources, institutional capacities and know-how for harmonised TVET systems in the ASEAN region. It contributes directly to the ASEAN Work Plan on Education 2016-2020. Key stakeholders are the ASEAN secretariat (ASEC) and SEAMEO as well as the ten ASEAN member states with a focus on countries where German bilateral TVET programmes are implemented (Cambodia, Lao PDR, Myanmar, Vietnam, the Philippines and Indonesia).

The programme provides services in four action areas:

  • Strengthening regional institutions
  • Business and industry cooperation in TVET
  • Quality Assurance
  • TVET Personnel

The first action area promotes institutional capacity development for ASEAN Secretariat and SEAMEO regarding TVET and facilitates regional learning and exchange of information among others with the “Regional Policy Dialogue” conferences for TVET decision-makers and SEA-VET.NET – a regional knowledge platform on TVET hosted by SEAMEO VOCTECH.

The second action area strengthens the capacity of business associations and chambers to actively influence the development of TVET in line with their interests. It also promotes training of in-company trainers.

The third action area supports the capacity development of TVET practitioners in ASEAN on the topic of quality assurance (QA) and quality development (QD) in TVET.

The fourth action area supports the professional development of TVET personnel. Regional and national training institutions are supported in developing the capacities of TVET teachers and management staff. In particular, RECOTVET supports the development, in cooperation with regional network partners, of in-service training modules on topics that are in demand and not yet adequately provided in ASEAN member states. These topics include capacities with a view to the requirements of Industry 4.0 and capacities related to quality development and quality assurance of TVET institutions.

RECOVET supports ASEAN member states (AMS) in working with the “Regional TVET Teacher Standard” and the “Regional In-Company Trainer Standard” that have been developed by regional experts with support from GIZ in previous TVET programmes.

To support programme activities RECOTVET is looking for a Junior Advisorwith the following responsibilities:


The Junior Advisor will support all activities in accordance with the work plan of the programme. He / She will

  • Support the preparation and implementation of participatory workshops and trainings for partners at the regional and national level related to the Regional TVET Teacher Standard and Training Modules for TVET Teachers and Managers respectively;
  • Provide administrative and logistical support to facilitate the project management and stakeholder management;
  • Assist in the development of publication and communication materialsincluding internal and external news on the website and regional knowledge platform after workshops and trainings;
  • Monitor and document project results;
  • Support the overall and operational planning and documentation of the project activities;
  • Provide technical support to project activities related to TVET systems and TVET policies in the ASEAN region in accordance with the planning, coordination at the regional and national level with relevant stakeholders and partner agencies;
  • Support other assigned tasks.

We are looking for a candidate who preferably possesses (the equivalent of):

  • Minimal 2 years of professional work experience in a similar position or field;
  • University degree in liberal arts, education, economic, social/political sciences or a related field;
  • Background or knowledge on education and vocational education is advantageous;
  • Experience in project management and / or research experience in an area related to the project’s requirements is desirable;
  • Experience in English writing for publication;
  • Excellent command of MS-Office;
  • Excellent command of Thai and English in writing and speaking; knowledge of German is an asset.

The project work plan entails regular engagement with the project partners in the regional and national partners in the ASEAN region including the organization and implementation of trainings and workshops. The position therefore might require travels within the region.

This will be a fixed-term contract, starting as soon as possible and running until June 2020.
