Utility and WWTP Manager


  • Bachelor Degree in Engineering or closely related discipline.
  • At least 5 years of experience as Utility Operations Manager from chemical or oil & gas sector
  • In-depth knowledge of utility systems such as compressed air, chillers, water & waste water treatment, boilers, steam distribution etc.
  • Site Facility Management experience is a plus
  • Experience with DCS preferred
  • Good communication & interpersonal skills including competence in English language to a high level
  • Capability to lead, train and develop people and build an effective team
  • Systematic and analytic problem solving skills
  • Good computer skills including MS Office
  • Ability to work effectively in a diverse multicultural team

Purpose of the job:

  • Ensure and maintain reliable utility supply to the production site
  • Support the continuous improvement of safety, health, environmental management, utility supply quality, reliability and operating cost
  • Provide effective & consistent leadership to the Utility & Wastewater operation team 

Process responsibility:

  • Implement the necessary work systems to ensure reliable operation of the utility & wastewater areas
  • Provide a focal point for 304IP utility supply interface topics
  • Facilitate close cooperation and effective transfer of demand and supply information between the production management and utility teams
  • Provide close leadership and technical support to the utility team

Principal Accountability / Main Task:

  • Support the detail engineering of the T3 utility systems
  • Support the recruitment, training & development of the utility & wastewater treatment operations team
  • Lead the planning & preparation for commissioning and startup of the utility systems
  • Development & translate SOP/JSA/PPE and energy control/LOTO procedures
  • Identify and source necessary equipment and tools for operation, ready before start up
  • Manage the startup & operation of the utility system
  • Set up Safety in Workplace, 5S and Autonomous maintenance
  • Lead effective & timely investigations of safety, environmental, quality or production loss incidents
  • Lead safety audit and safety walks & talks
  • Determine utility process and quality control standards
  • Develop specific KPI’s and tracking systems for each utility area or system 
  • Identify priorities for continuous improvement within the utility areas and coordinate with the production/technical & utility operation teams to deliver effective solutions  
  • Utility budget planning and cost management
  • Motivate and driving team work and team effectiveness
