Company Overview

Our client is a well-established international manufacturing company with large-scale operations in Thailand. The company is committed to operational excellence, responsible employment practices, international compliance standards and employee welfare.

The company is seeking an experienced HR Manager to lead end-to-end HR operations across multiple manufacturing locations and support a large, multicultural workforce.

This senior HR leadership position requires extensive experience in large-scale, labour-intensive manufacturing, multi-site HR operations, industrial relations, migrant workforce management and international social compliance.


Key Responsibilities

HR Compliance, Social Audits and Industrial Relations

  • Ensure full compliance with Thai labour laws, Social Security regulations, occupational safety requirements and other statutory obligations.

  • Lead the preparation and management of international social audits, including SMETA/Sedex, WRAP, Higg FEM/FSLM, ILO Standards and global customer codes of conduct.

  • Maintain audit readiness and oversee the resolution of audit findings and corrective action plans.

  • Manage foreign worker compliance, including MOU processes, passports, visas, work permits, statutory reporting and renewals.

  • Lead employee and industrial relations, including grievance handling, disciplinary procedures, Welfare Committee meetings and dispute resolution.

  • Act as a key communication bridge between management and employees.

Multi-Site HR Operations and Administration

  • Lead and standardise HR operations across multiple manufacturing locations.

  • Oversee time attendance, shift arrangements, leave administration and employee records.

  • Ensure the accurate execution of daily-wage and monthly payroll, tax, Social Security and employee benefit processes.

  • Manage employee welfare and site services, including accommodation, transportation, cafeterias and workplace medical support.

  • Ensure consistent implementation of HR policies and operating procedures across all locations.

Workforce Planning and Talent Acquisition

  • Lead high-volume recruitment for production operators, as well as technical, supervisory, managerial and office-based employees.

  • Partner with Plant Managers to forecast workforce requirements in line with production capacity and business demand.

  • Monitor turnover, absenteeism, recruitment fulfilment and labour costs.

  • Develop consistent onboarding and orientation programmes to improve workforce readiness and early-stage retention.

Learning, Development and Performance Management

  • Oversee annual performance review cycles, KPI alignment and merit increase frameworks.

  • Ensure compliance with mandatory safety and statutory training requirements.

  • Develop supervisory and leadership capabilities to strengthen shop-floor management.

  • Support employee development and succession planning across manufacturing operations.

Team Leadership and HR Reporting

  • Lead, coach and develop HR supervisors, compliance officers and administrative teams across multiple locations.

  • Align Group HR policies and international best practices with local operational requirements.

  • Monitor key HR metrics, including turnover, absenteeism, recruitment performance, labour costs and audit results.

  • Present HR insights, operational risks and recommended actions to senior management.


Mandatory Qualifications

To ensure alignment with the requirements of this position, applicants should meet all of the following criteria:

  • Bachelor’s or Master’s degree in Human Resources, Industrial Relations, Business Administration, Law or a related field.

  • 10–15 years of progressive HR experience within large-scale manufacturing.

  • Relevant HR experience in garment, textile or a closely comparable labour-intensive export manufacturing environment.

  • 3–5 years of HR working experience outside Thailand within an international manufacturing environment.

  • Proven experience managing multiple manufacturing sites and a workforce of approximately 3,000–5,000 employees.

  • Experience supporting a workforce with a significant proportion of daily-wage production operators.

  • Extensive practical knowledge of Thai labour laws, industrial relations and statutory employment requirements.

  • Hands-on experience managing migrant workers, including MOU processes, passports, visas and work permits.

  • Direct experience managing international social audits such as WRAP, SMETA/Sedex, Higg FEM/FSLM or equivalent standards.

  • Fluent spoken and written Thai and English.

  • Strong leadership, conflict resolution, crisis management and cross-cultural communication skills.

  • Willing and able to be permanently based in Mae Sot and travel between company locations as required.
