Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
ORGANIZATIONAL CONTEXT AND SCOPE:
With support from the Government of Canada, through its Anti-Crime Capacity Building Program (ACCBP), the International Organization for Migration (IOM) is implementing a region-wide programme to combat human smuggling in Asia, covering Thailand and Sri Lanka. IOM Thailand’s project - “Strengthening Border Management and Intelligence Capacity of Thai Government Officials” was established in 2012 and is currently in Phase IV of implementation, running from April 2019 until March 2022.
During the last three phases, IOM Thailand has been working closely with numerous partners under Royal Thai Police (RTP) which include Thai Immigration Bureau (TIB), Tourist Police Bureau, Anti-Trafficking in Persons Division, and police instructors from the Royal Police Cadet Academy (RPCA) to strengthen migration and border management covering land and air borders. Under the implementation of Phase IV, IOM thus plans to expand its partnership with Marine Police Division (MPD) of the Royal Thai Police, aiming to strengthen the capacity of marine police to combat smuggling of migrants (SoM) and secure sea maritime borders more effectively and efficiently.
OBJECTIVE OF CONSULTANCY RECRUITMENT
The trainer expert is required to develop training agenda and materials, and lead four 3-day trainings in Thailand in order to achieved the expected outcome of the Project which is improved border management through harmonized trainings to law enforcement officials along maritime borders.

Only candidates residing in either the country of the duty station or from a location in a neighboring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighboring country located within commuting distance, and work permit, as applicable.
