Call for Consultancy on LLIHN Usage and Associated Factors in Mobile and Migrant Populations

Subject: Call for Application for Short-term Consultancy on LLIHN Usage and Associated Factors in Mobile and Migrant Populations in Ubon Ratchathani and Si Sa Ket

Raks Thai Foundation, a sub recipient of the Regional Component of the “Regional Artemisinin-resistance Initiative to Elimination” (“RAI2E-Regional”) program funded by the Global Fund to Fight AIDS Tuberculosis and Malaria, invites qualified and interested parties to submit an application relating to the attached Terms of Reference (ToR) to “conduct qualitative operational research on LLIHN usage and associated factors in mobile and migrant populations, particularly forest-goers, to support malaria activities in Ubon Ratchathani and Si Sa Ket provinces of Thailand”. The purpose of this ToR is to hire a Consultant who can design the methodology and conduct operational research focusing on LLIHN usage, behaviors and needs of, and factors relating to, hard-to-reach MMPs, particularly forest-goers, to improve service delivery by Raks Thai Foundation and partners.

 

Interested and qualified parties are invited to submit an application, including availability by October 18, 2019.

 

Deliverables expected for this consultancy below:

  • Review of existing RAI2E project data and preparation of a detailed list of required documents or records that are needed from Raks Thai in order to prepare research methodology
  • Methodology and tools that will be used during the research period
  • Two trainings with implementing staff in Ubon Ratchathani and Si Sa Ket
  • Implementation of the operational research according to agreed methodology and tools
  • A report which includes findings from the operational research and recommendations to adapt the current interventions and design future activities.
  • A presentation and associated materials, and present findings to Raks Thai, its partners and key stakeholders
  •  

    Raks Thai Foundation will be responsible for:

    • Providing the Consultant with all necessary background documentation
    • Organizing all logistics and coordinating participants for focus groups, according to the Consultant’s methodology, during the field visits.

     

    Duration

    The period expected for methodology design, data collection, data analysis and report should be proposed by the Consultant in the application and reflect the expected deliverable due-dates between 18 October 2019 to 31 January 2020.

     

    Required Qualifications:

    The Consultant must have skills and able to demonstrate evidence of experience and qualification as follows:

    • Mixed method research on health or socio-economic issues in Thailand and/or the Greater Mekong Subregion
    • Fluent Thai language and ability to present findings in English to various stakeholders.
    • Excellent technical knowledge in the areas of public health focusing on malaria
    • Clear understanding of political, social and health issues in Si Sa Ket and Ubon Ratchathani provinces, relating to both Thai and non-Thai populations.

     

    The Application in English should contain:

    • A full proposal which includes:
      • Expression of interest detailing suitability and proven experience of qualitative data collection (focus-group discussion and in-depth interview) with malaria affected populations including mobile, migrant and ethnic minority groups of no more than 3-page maximum;
      • Confirmation of availability during the contract period to travel to Ubon Ratchathani and Si Sa Ket for data collection and a timeline/workplan to meet the deliverables outlined in the ToR;
      • Curriculum Vitae (CV) of the Consultant and any associated staff that will support the Consultant, including note-takers or translators;
      • Organization profiles, including name, official address, and legal registration document or ID/Passport with at least 6-months validity of the consultant;
      • Example of previous works and/or experiences that reflect the deliverables and scope that are listed in scope of work;

     

    The selected Consultant will be working closely with the Raks Thai Malaria team. The shortlisted candidates will be invited for an interview with a selection committee to discuss details of their qualifications, availability proposed workplan.
