PROCUREMENT MANAGER

Procurement Manager

JOB PURPOSE

To manage the procurement function for Brighton College Bangkok within approved budgets and according to College’s Procurement policies and procedures.

 Key responsibilities

  • Report to the Bursar
  • Oversee and manage the procurement department to ensure that the effective procurement policies and procedures are in place
  • Ensure the effective negotiation, the proper sourcing activities, and the strategic selection of goods and services required within the school
  • Oversee the annual bulk order requirements to ensure all CAPEX and OPEX items are procured within budget and delivered accordingly, prior to the start of the academic year
  • Oversee the day to day procurement requests to ensure the timely processing of orders within approved budgets
  • Establish and update an approved vendors list by prequalifying companies based on Brighton College Bangkok criteria to reduce risk of non-deliveries and maintain quality of services and products delivered
  • Negotiate optimum agreements and commercial rates, terms and conditions to achieve annual savings from approved budget
  • Ensure Purchase Orders and supporting documents are in accordance with corporate policies and procedures to achieve audit compliance
  • Develop and manage the effective bidding or tender process of service providers used in the school
  • Source, manage and maintain good relationship with service providers for school’s CCA, trips or any other activities to ensure the services they offer reach the standard and satisfactory level
  • Performs any other tasks or ad hoc project required by Bursar

 

Data:

  • Create and maintain database of all purchased items, analyze and compare data to ensure that no double purchases occur.

 

Problem Resolution:

  • Resolve all issues pertaining to orders and deliveries of items/services that do not meet the exact approved technical specifications or quantities, or that are not delivered within agreed timelines.

 

Management:

  • Ensure that direct reports are provided with adequate learning and development opportunities
  • Ensure that all procurement personnel abide by the official corporate policies and procedures to guarantee that all procedures and actions taken comply with procurement policy and procedures.
  • Ensure that procurement personnel complete their tasks accurately and within the deadlines to allow for on-time deliveries of items/services.
  • Maintain high productivity and motivation levels of the procurement personnel to ensure continuous professional output from them.

Communications and working relationships

Internal: 

  • Actions and status communicated to the Bursar to ensure that all official policies and procedures are being followed, as well as to ensure that all plans are being followed through as expected. 
  • Orders and order status communicated to budget holders and requestors to ensure they remain informed about the items requested, so that they can also plan their schedules accordingly.  In addition, clarifications for items/services requests must be communicated, as well as policies and procedures, to which all staff must adhere.
  • Communication with the Finance Department regarding budgets and status of payments to ensure that payments are made with the accurate amounts agreed and on time.

 External: 

  • Budgetary quotes, official quotes/proposals to be obtained from suppliers/service providers.
  • Negotiations with suppliers/service providers. 
  • Status of orders made and delivery of items, as well as after sales services must also be communicated with the suppliers/services providers.

 Frameworks, boundaries & decision making authority

  • Must abide by all policies and procedures established by Brighton College Bangkok
  • Must execute all delegated tasks and follow instructions from management in a professional and timely manner.
  • Can make recommendations about suppliers to proceed with upon having followed all policies and procedures for the particular project or requirements.

 The successful candidate is likely to have the following attributes

Qualifications

  • Bachelor’s Degree (Preferably in Business Administration or Supply Chain Management or Purchasing and Logistics)

Experience

  • Minimum 7 years of procurement experience (with minimum 2 years in a management level)
  • Experience in the Education sector is an advantage

Working hours

  •  Usual working hours on the school site would be 7.15am –4.15pm
  •  School events and activities

Remuneration

  • An attractive salary package commensurate with the responsibility of the post will be offered.  This will be reviewed annually.
