ORGANIZATIONAL CONTEXT AND SCOPE:

Thailand has a long-standing history of receiving refugees from neighbouring countries. Myanmar refugees have been hosted on the Thai-Myanmar border for over three decades. Currently, about 93,534 (as of July 2019) refugees verified by UNHCR in 2015 live in nine temporary shelters along the Thai-Myanmar border. Thailand is not a signatory to the 1951 Refugee Convention or its 1967 Protocol and does not have a formal national asylum framework. Prolonged stay in temporary shelters with limited higher education, livelihood, and other opportunities all contribute to a challenging social environment.

Since early 2012, ceasefires signed between the GOUM and the main non-state armed groups have led to a decrease in security incidents in South-East Myanmar. In recent months, genuine hope has emerged that this protracted situation is now coming to an end. Social, political, and economic reforms are taking place in the country, a Nationwide Ceasefire Agreement (NCA) was signed in late 2015, and democratically-elected new Government led by the National League for Democracy (NLD) has officially begun its term in April 2016. It is against this background that UNHCR Thailand, together with the RTG, IOM, donors, refugee communities and other humanitarian stakeholders have established partnerships and commenced with the facilitation of return for those refugees that voluntarily make the decision to return.

The UNHCR facilitation of voluntary return of Myanmar refugees project will serve to promote enabling conditions for voluntary repatriation in safety and dignity, ensuring the exercise of a free and informed choice, and mobilizing support for returnees. Repatriation transport will be coordinated between the two governments, UNHCR and IOM.

Context:

Under the overall supervision of the Head of Operations for Asia in Bangkok and the direct supervision of the Head of Sub-office in Mae Sot, the Operations Assistant (Team Leader), VolRep is responsible for guiding a team of Operations Assistants working under the UNHCR’s Assisted Voluntary Returns project (VolRep), with the following duties and responsibilities:

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Guide a team of VolRep project staff members as they coordinate in monitoring and maintaining the Voluntary Repatriation Centre (VRC) in 9 refugee camps, ensuring that they are always in good condition and ready for use. Report all issues immediately to the Head of Operations for Asia and the Head of Sub-office in Mae Sot. Support staff development processes such as providing training/briefing, assigning duties, and giving feedback to staff members on their performance regularly to ensure high-quality work and the accurate completion of VolRep activities.
  • Guide the VolRep team staff members as they coordinate, schedule, and book transportation upon receipt from UNHCR, a confirmed name list of refugees ready to return to Myanmar. Identify the vehicles within the local market for the best and safest land transportation for the refugees returning to Myanmar in coordination with the logistics and procurement department.
  • Liaise as needed with other teams and units in IOM Thailand and with external partners such as government authorities, relevant NGOs/CBOs, and the United Nations High Commissioner for Refugees (UNHCR). Provide regular feedback on work being accomplished to the Head of Operations and the Head of Sub-office, and keep supervisors immediately informed of any issues that arise.
  • Guide the VolRep team members in keeping the records of all NFI items related to the project.
  • Monitor the organization and completion of all transportation bookings in a timely manner.
  • Monitor and provide day-to-day support to the VolRep team members in delivering the VolRep activity, including but not limited to sharing information, conducting a regular team briefing, etc.
  • Create movement data files, by ABN, for all individuals in accordance with SOPs and for IOM accountability.
  • Guide the project team and ensure that the VolRep departure process is in accordance with the UNHCR-IOM standard operating procedures (SOPs) for the VolRep movement.
  • In close coordination with the Finance/Admin section, keep records of all payments made related to the distribution of cash grants (transport, reintegration, and food assistance cash grants). Verify that the disbursement of cash grant assistance to the beneficiaries takes place before departure and after identity and document verification.
  • Train VolRep team members as needed to efficiently and effectively manage their work and conduct quality assurance.
  • Demonstrate a comprehensive understanding of relevant Movement Operations SOPs as well as the ability to remain professional, impartial, and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA).
  • Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the Head of Operations and Head of Sub-office or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
  • Perform such other duties as may be assigned.

EDUCATION AND EXPERIENCE:

  • Completed secondary [high school] education with at least five years of relevant working experience.
  • Or, bachelors’ degree with at least three years of relevant working experience.
  • Prior Movement Operations, transportation-related and/or management experience a strong advantage.
  • Strong computer skills - Word, Excel and Internet; past experience with Movement Operations-related databases and systems (including MiMOSA) is a distinct advantage.

LANGUAGES

Thorough knowledge of English. Working knowledge of Thai an advantage.
