Talent Management Manager

Tasks&Responsibilities:

Reporting to the Head of HR Department. The Talent Management Manager handles the learning and professional development of an organization’s workforce. S/he equips staff with the knowledge, practical skills and motivation to carry out work-related tasks. S/he either delivers the training themselves or arrange for a third party trainer to do it. S/he helps with the ongoing, long-term improvement of employees' skills, enabling them to fulfil their potential within their organization. S/he is required to be strategic rather than reactive, assessing the skills and knowledge within an organization and determining what training is needed to grow and retain these skills. S/he evaluates the effectiveness of training programs and employee performance to ensure that they are appropriate and effective. S/he is accountable for improving the effectiveness of the organization by assisting in the implementation and delivery of training initiatives set forth by Management to support the manufacturing organization.

  • Define and Excellent training & HRD policy /management procedure to meet business and people development requirements;
  • Analyzes strategic needs of the company's development, required skills of its employees and teams Organizational Changes; relevant KPI's (e.g. unforced fluctuation, Employee Dialogue completion rate) to develop suitable actions to be taken
  • Yearly training budget define and controlling, Establish and upgrade training system from training plan to evaluate and ensure all training activities are processed and under control.
  • Analyze and identify the training and development needs of the organization, develop an overall training plan to meet the current and planned human resource requirements of the organization, though systematical way like yearly & monthly training review, training programs launching etc.
  • Deliver evaluation training system to make sure the training ROI is well achieved.
  • Manage and deployed HRD Tools and in line with high standard also run with professional way, drive the whole team defined actions are well implemented.
  • Supports and manages Culture Development as well as Diversity Management
  • Plans the implementation and facilitation of activities and events, budget spending, material production and distribution, and other resources to ensure that operations are managed within authorized budgets.
  • Identifies specific training and development needs within organization for new hires & existing personnel through job analysis, appraisal schemes and regular consultation with business managers and HR departments. Will involve continuous review & analysis of strategy, training delivery methods, etc.
  • Develops, implements, steers and facilitates target group oriented development initiatives and Competency Management in line with Corporate standards, based on the needs of the organization and the individual;
  • Manages the coordination of all schedules, training requirements and trains specific topics to all personnel during the New Hire On-boarding orientation, to ensure a comprehensive & professional training
  • Training could include on-line materials, training manuals, DVD’s, Computer assisted instruction (CAI), “train-the-trainer” programs & other training aids and equipment.
  • Maintains contact with other organizations, training vendors and professional associations in order to keep abreast of new training delivery methods and instructional technologies (e.g., internet, CAI, webinars, etc.) and apply desirable changes
  • Participation on project teams, meeting with managers and subject matter experts regularly to update and revise program materials,
  • Ensures that training records are maintained, to track specific training needs, and to track planned & completed training per individual. Maintain these records to track training activity.

Skill & Experience

  • Bachelor’s Degree in Business, HR, Organizational Development or a Related Field required, Master’s Degree in Organizational or Leadership Development (or related) desired
  • At least 10 years of training and development working experience in multinational company, manufacturing industry is plus.
  • Cross-functional Experience: Has gained insight into different departments / functions / BUs (through projects or assignments).
  • Have successfully completed projects with focus in training & development area
  • Has successfully managed challenging times. Has demonstrated tenacity / persistence. Has a track record of success.
  • Applicable experience including HR generalist and/or HR development/ organizational development
  • Functional Knowledge: Understanding of all products, relevant processes and tools within target function.
  • Organizational Knowledge: Understanding of relevant structures of the organization. Deep knowledge and understanding of local target groups (blue/white collar).
  • Systems and Processes: Solid understanding of key processes and tools (Project and Change Management Tool, etc.)
  • Human Relations Processes: Deep understanding of human relations processes that drive people performance, planning, labor relations, location communication and external branding. Steer local HR Organization including Service Centers (Payroll etc.)
