About the role

The organisation is expanding its architecture and procurement team to support multiple digital transformation projects from government agencies. This position works as a business owner representative, not a vendor representative. The primary responsibility is to receive requirements from government agencies, translate them into scopes that service providers can price accurately, prepare technical specifications in TOR/RFP documents, and assess the reasonableness of received proposals. The role sits between Business Analyst and Solution Architect, requiring the ability to analyse work processes, design preliminary architecture, and establish budget frameworks immediately from meetings with agencies. Projects rotate according to organisational priorities, covering diverse work types such as audit systems, central data platforms, public service systems, and cloud infrastructure design. The position holder must be ready to learn new domains quickly and not be tied to any specific area of expertise.

Key responsibilities

Requirements Analysis

• Collect and organise requirements from government agency users at both management and operational levels

• Translate work processes into Business Process, Use Case, User Story, and Acceptance Criteria

• Prioritise scope (MoSCoW / phasing) and identify items to be excluded with supporting rationale

• Prepare Traceability Matrix between requirements → modules → acceptance criteria

Architecture Design

• Design Conceptual and Logical architecture diagrams sufficient for cost assessment

• Identify system connection points with relevant API formats and data standards

• Conduct preliminary Sizing assessment including number of users, peak usage volume, data volume, and SLA / RPO / RTO levels

• Verify that service providers' technical proposals align with organisational principles

Procurement and Budget

• Draft technical specifications and evaluation criteria in TOR / RFP documents

• Define assumptions and assess proposals from cloud providers, system developers, and contractors

• Independently estimate Effort and budget to serve as a baseline for comparison with received quotes

• Summarise options and trade-offs in a format suitable for management decision-making

About you

Experience

• 8+ years in systems development or design, with at least 3 years in a role responsible for both requirements gathering and architecture design

• Prepared proposals, TOR, or bid responses for at least 3 projects valued at tens of millions of baht or more

• Estimated Effort that was used in practice and can explain whether estimates were accurate or deviated, and why

• Cross-domain business work history and demonstrated ability to learn new domains quickly

Technical Knowledge

• Cloud architecture from at least one provider (AWS, Google Cloud, or equivalent) covering Compute, Network, IAM, Data Store, and cost estimation

• System connection patterns including REST/GraphQL, Event-Driven Architecture, API Gateway, and Message Queue

• Understanding of information security and the Personal Data Protection Act at a level sufficient to design systems

• Ability to read and analyse service providers' technical proposals with sound reasoning

Communication Skills

• Present to senior management of government agencies, adjusting language level appropriately for the audience

• Prepare official Thai language documents and read technical English documents fluently

• Conduct workshops to extract unclear requirements from users and translate them into tangible specifications

Special Consideration Qualifications

• Experience working with Thai government agencies and understanding of procurement processes and budget cycles

• Experience in Presales or Bid teams of IT system providers or cloud partners

• Experience designing systems requiring compliance with specific standards such as audit standards, government central data standards, or inter-agency data exchange standards

• Experience with Accessibility according to WCAG 2.1 AA standards

• Professional certifications such as AWS Solutions Architect Professional, TOGAF, CBAP, or equivalent
