Procurement Operation Manager

Job Description:
  • Leading the Operation Buyers team, including all direct materials, indirect materials, MRO items and third party services.
  • Sourcing suppliers/subcontractors for procurement requirements of projects, and selecting the best suppliers.
  • Optimizing purchasing activities/processes i.e. conducting appropriate types of bidding, e-auctions, procurement transformations (Ariba), pool concepst, consignment stock with suppliers, and other new sourcing systems.
  • Sourcing, selecting and negotiating for the best purchasing package in terms of quality, price, terms, deliveries and services with suppliers/sub-contractors.
  • Supporting relevant projects with quotations for the purpose of tenders and spare parts.
  • Being responsible for the preparation and processing of purchase orders and documents in accordance with company policies and procedures.
  • Monitoring and coordinating the delivery of items between suppliers/forwarding agents to continually improve the procurement process.
  • Leading the bidding and selling of all scrap, surplus materials and assets.
  • Leading streamlining projects (item reduction) for all materials items.
  • Working with the SSE team to convert surplus or byproducts to recycle items.
  • Managing the contract execution process to be in line with agreed purchasing contracts and related legal requirements.
  • Monitoring and measuring supplier performance in accordance with committed performance levles.
  • Reviewing, providing suggestion and training courses for the Procurement team.
  • Providing coaching, and being a mentor to all procurements staff in relation to developing their capabilities.
  • Establishing and managing the KPIs for the Operation Buyer team.
  • Supporting and promoting cost saving activities.
  • Setting up new procurement processes for the team (processes and discipline consistent with a world class supply chain).
  • Developing procurement strategies.
  • Sourcing, selecting and conducting negotiations to obtain the best purchasing packages in terms of quality, price, terms, delivery and services with suppliers/sub-contractors.
  • Reviewing and approving purchase orders and documents in accordance with company policies and procedures.
  • Monitor the delivery of items between suppliers/forwarder agents to ensure that all items are delivered on time.
  • Building relationships with key supplier and partnerships with internal stakeholders to ensure that works runs smoothly.
  • Leading procurement and continually improving the procurement process.
  • Building a high performance team and good team work.
  • Participating actively in the company’s continuous improvement programs; and leads and directs activities related to improvements as needed.
  • Maintaining, updating and improving food safety management systems.
  • Reporting on problems associated with the food safety management system to superiors.
  • Ensuring compliance with the procedures and requirements of ISO 14001 and FSSC 22000 and other standard/mandatory requirements used throughout the organization.
  • Male/female, Thai national.
  • Education: Bachelor’s Degree in Operation Research or a related disciplines or a Master Degree in MBA.
  • Experience: work experience in Supply Chain and Procurement of a minimum of 10 years.
  • Must have experience in food & beverage manufacturing or a related field.
  • Must be able to be based in Hua Hin, Prachuap Khiri Khan.
  • Knowledge of supply chain and procurement systems, and computers.
  • English communication skills.
  • A solid knowledge of spare-parts for food manufacturing as well as indirect material procurement systems & processes.
  • Strong communication & negotiation skills.
  • A good team player who is organised, accurate and detail-oriented with a positive attitude and mindset.
